MESSAGE FROM
PERVEZ KHATTAK
CHIEF MINISTER KHYBER PAKHTUNKHWA
In the continuous process of progress and prosperity of nations, the importance of technical education cannot be ignored at any cost. This is why the quantum of progress in scientific and technological pursuit is taken as an index of nations’ self-sufficiency, prosperity and supremacy in the world.
In the face of these glaring realities, the Khyber Pakhtunkhwa government realizes that if we have to progress it requires a very strong base for quality technical fields to produce adequately-trained technical manpower.
Keeping in view the effective role of technical education in poverty alleviation, generating employment opportunities and bolstering trade and economic sector, the government of Khyber Pakhtunkhwa earmarked a record Rs.1523.447million in Annual Development Programme (ADP) for the fiscal year 2011-12.
In the current budget, the provincial government has set aside Rs. 2818.341 (plus Rs. 10 million foreign fund) to establish new technical institutes, modernise the old ones and increase the capacity and enrollment of students.
Besides, the provincial government is trying to establish technical and vocational institutes in each district and tehsil to produce skilled labour because 24 per cent labourers, working oversees belong to Khyber Pakhtunkhwa — most of them unskilled.
It was in this perspective that the Khyber Pakhtunkhwa government approved two non-ADP schemes during the previous fiscal year in addition to expediting work on different ongoing and new projects costing Rs. 1,523 million to bolster technical education, mineral development and manpower training in the province.
The abovementioned non-ADP schemes include construction of second Commerce College for Boys in Mardan and Government College for Management Sciences Talash Lower Dir with an estimated cost of Rs. 400 million.
The importance of technical education is constantly growing and knowledge-based industries are now occupying the centre-stage in its development. Technical education as a major driver of economic development is well established, and this role will increase with changes in technologies. In the past technical education has never been a priority area for the governments in this province, but the present government has given special importance to it.
It would be unjust not to mention the significant contribution the GIZ has made over the years in the rehabilitation of the vocational colleges and introduction of reforms in the Board of Technical Education so that their degrees are recognised worldwide.

The deep-rooted connection of the economic development and poverty alleviation with the skilled workforce is now an established fact. But when it comes to Pakistan, the situation is extremely dismal. Pakistan, unfortunately, has fallen behind not only in accordance with the international level of TEVT systems but also the regional standards. The situation especially in Khyber Pakhtunkhwa is much alarming due to the reason that the existing fragmented and old TEVT system is not capable to deliver the requisite outcomes. |

Being aware of the fact that technical education and skilled development is the backbone of economic growth and social development, the Technical Education and Vocational Training Agency (TEVTA) was established with the prime objective to face the challenges and promote technical education system in the province by exploring the local, national and international resources for sustainable development. |
